Data to be gathered and sifted: epic in scope.
Findings: shrouded in secrecy.
Call to action: breathtaking, controversial, transformative, revolutionary.
Return on investment: incalculable.

As a consultant by trade (and not in this domain) I have wondered though if this did, had to, or should have gone out to some type of competitive bid. Seems to me - as have some other things recently - transparency may not be as transparent as it may seem.

Just out of habit, when this was announced, I checked eVa, the state's procurement website. Here is the RFP (with addendum). No updates since then. The dates suggest to me that PICTOR might have been the only offeror.
