Christopher Steele is a retired MI-6 agent who owns a private intelligence firm. While in Mi-6 he worked under diplomatic cover in Moscow and headed their desk in Moscow from 2006-2009. He is well regarded in his experitise on Russian intelligence.

He is not an agent of a foreign government.

You got him. He's a Russian sleeper agent sent to infiltrate the highest level of government. Obviously, the Russians knew the best way to get a guy elected was to give his opponent a dossier explaining how he was a sleeper agent.
