Besides, ins't he just testifying to a congressional committee? That's not a grand jury. And aren't grand jury's private usually?

They're defending the institution of the FBI that Republicans and Trump are calling into question, not Strzork specifically. The R's are using Strzork as a fall guy to say, "The FBI can't be trusted and Mueller can't be trusted; they're compromised."
