Man in armored truck at Hoover Dam

Supposedly a man barricaded himself inside an armored vehicle at the Hoover Dam this afternoon and had a note taped to the window that said 'Mr. President, release the reports.' They caught him and he's now in custody.

Where in the world can you get an armored truck like that? Luckily it wasn't full of explosives.
