NY now officially offers tuition free education to NY residents
.... Provided they stay in NY for a number of years that is equal to the number of years they are in college..

Governor Cuomo is signing an act that will allow middle class families who earn $110,000 or less the opportunity to attend SUNY colleges and Universities tuition free.

Its only free if your household makes 110k or less? So you're f*cked if you and you're wife together make 115k? Sounds very unfair to some NY families who pay taxes but don't make the free tuition cut. Shouldn't it just be free or cheep for all New Yorkers?

It's budgeted in for $163 million the first year. Maximum annual grant of $5,500. Students must maintain 30 credit hours for the year. Not great for non traditional student.

That debt clock is phony. Here is a definite article about 'closing the budget gap' for the state of N.Y. for the current FY.

New York is closing a 4B gap and will essentially 'break even' in FY 2018.

N.Y. needs to keep revenue and spending in sync but there is no crisis or anything resembling what is facing Washington.

The budget surplus is covering the current fiscal year which also has a lot to do with a good economy. The problem is Long Run Solvency with Trust Fund Solvency being a huge issue. NY currently doesn't have to carry unfunded pension/OPED liabilities on its balance sheet. Changes to accounting rules that occur in 2019 will not allow them to hide these liabilities any more.

163M is peanuts in the state of N.Y. budget.

I would argue, contrary to your point, that this shows that the state (N.Y.) can do MORE not less in terms of helping educate their own h.s. grads.

I will flat out say, I'm a big fan of 'infrastructure' spending both physical and human. That means bridges, roads, tunnels, subways, etc. (physical) and higher education (human capital).

Best I can tell is that the state of N.Y. is doing a good job growing itself. Not all states can say that. Some states have crippled themselves with tax cuts which literally put their states on the edge of the brink.

About 80% of NY households fall below this cutoff.
And for the 20% above SUNY does offer instate tuition.

I refuse to believe that my wife and I are in the top 20% in the state. If we lived in NYC, all we could afford is a cardbox box in an alley. We couldn't afford to live in a guest house in Spaulding Lake, either. There's a heck of a lot more than 20% of state residents who make more than we make in a year.
