No, not the codes - but the code enforcement officers and building officials have let power go to their heads. It is actually this way throughout much of Florida. They look down on the tax payer citizen.

The fact that she gave the shop owner a citation is not her fault. She's just following the law and that's her job. The fact that she got Psed at the veteran was wrong. She took it personally and should have been more polite. Give her a suspension for three days and call it even. She'll learn from that and the city should learn from that too and do away with that law which is stupid.
Shake hands and apologize to the shop owner, I would.
