New legislation that will affect college baseball
1. Teams can play TWO fall games against outside competition that do NOT count against your 56-game limit. It will go into effect August 1. So, teams will have two games available to them beginning this fall.
2. Official visits, which now are done during a prospect’s senior year, can NOW start on September 1 of their junior year.

What qualifies as "outside competition?"

I’m thinking pro teams and national teams from different countries would qualify. Currently, college baseball teams often play a game against pro teams during spring training. This legislation probably allows an additional game.

I think that's a stretch.

Not enough professional or national teams to go around.

When I see outside competition, I think of two possible options:

1. The literal meaning - Competition outside of your program. So basically you're allowed to play games besides inter-squad.

2. Teams not on your upcoming schedule.

Could be totally wrong here.

I read it the same way as eagle did.
