They generally pass local bills unopposed if the county delegation is unanimous in their support. Even if some super conservative Senator from Baldwin County doesn't like a new tax, they don't want someone from Jefferson County filibustering one of *their* local bills when it comes up

Just make sure both House and Senate bills are IDENTICAL so there is no need for a House/Senate conference committee to "reconcile" the two before going to the Governor. The 3 page AAA went into a conference committee and came out a 22 page tax grab for private schools. All kinds of (sometimes secret) amendments can be added once the bills are in a conference committee.
