He chopped down with his off arm, swinging his elbow into Lee then extending his arm and hitting him in the face with his hand. Leading with the elbow is a foul, extending your off arm during a drive or shot is a foul. Hitting the guy guarding you in the face with said extended arm is a foul.

So yeah... it was a foul.
