Nope. They used sand on bridges and the worst roads. They just recently modified a few city vehicles to do that much. We're not used to this kind of weather down here.

A bit of chicken and egg. A bit of winter weather and everything shuts down, but then again but much tax dollars into this and not need it for 3-4 years in a row and people will complain about the wasted money.

My area does a pretty good job balancing it all out I think. We get 8-10 inches of snow a year in the middle of the state of NC and though it takes three days to get to the residential streets most days the Instate stays in good shape as soon as the storm is over and the major roads in the city of Greensboro soon after. If one can drive a few miles on snow/slush/ice one can get around. It also helps that both my wife and I teach school and we were out of school Monday through Friday of last week so I did not have to get out into it either until things were a bit better.

They really hit the roads before storms now with brine and salt and that helps lower the freezing point of water/ice for the normal winter storms that dip into the mid 20s. This storm got much colder however.

Southern cities just are not prepared for that man. Memphis got 2 inches of snow on Monday, and had to shut down schools for an entire week because the city didn't have enough salt trucks to deice school parking lots, or any non major road.

I see it as kind of silly, but you throw in not enough equipment to handle a winter event with drivers having no idea what to do on an icy road, and you end with really bad situations in the South.
