1901 -- Alabama adopts its present Constitution to take advantage of the 1896 Plessy v Ferguson Decision supporting "Separate but Equal" and to protect the major agribusiness land holders from property taxation by the state. It is now the longest constitution in the world with over 1,000 amendments since all major (and some minor) local legislation must be passed on by the state legislature and a statewide vote of the people.

Public education remains today to be legally a "nonessential function" of state government which is why we have had a separate education budget (the SETF) since the 1930s. Funding with "Left over money" resulted in teachers being paid in "script" rather than money, much of which was never redeemed in cash. This also resulted in the stereotypical "old maid schoolteacher" becoming common since getting married resulted in being fired in many districts until after WWII.
