I don't see it meaning much.

I don't see the schools giving up their bargaining position in order to do this kind of thing.

We sometimes lose sight of the fact that the kids needs the schools more than the schools need them.

The kids have very little position to negotiate anything. The school makes them a prepared offer and they can either accept it or walk. If they walk other people will take those offers.
