I am the one that is actually thinking, try it...picture getting pairings on both sides but the MAC, SBC,cusa all have the no rematches, no back to back, no rematches from previous year and it's the same handful of bowl eligible teams year in and year out trying to be slotted in the same places...everytime you would fit the criteria on one side...you would run into your own rule on the other side. We all play each other in OOC and at the end of the season every year.
Those are not actually rules. Those are usually controlled by TV Networks. It's not whether or not the Camelia Bowl minds AState playing Toledo for the 15th time in 3 years, it's about whether or not ESPN wants that.
Networks usually avoid common rematches because they are ratings losers. Conference office has no rule preventing it.
