The way I understand it, if the SBC had four teams bowl eligible in the usual way, plus USA, those four would get placed first and then USA would get the final spot. Undoubtedly Karl Benson, the bowls and the schools would work together to figure out who goes where.

Army still has a shot. Hawaii could move in front of them with a win and Vandy has a higher APR, but Army would be next up.

That's a theoretical "placed first". Assuming that scenario.
Arizona has fifth selection of the Sun Belt and Orlando has the fourth.
If Idaho wants to go to Tucson, Idaho will get placed in Tucson and then USA will fill the remaining open slot.

If App wants to go to Orlando and Montgomery wants USA, then they will fill NOLA, Mobile, Orlando, Tucson and "come back" and fill Montgomery with the remaining team... USA.

The bowls and the bowl eligible teams have a bit of leverage and things will get sorted out to make the fewest people unhappy as possible.

That's what I figured. It isn't truly done one at a time, although that's the way it appears on paper. The trading and dealing are done quietly and then all five bowl selections are released.
