The "U-6" reading of unemployment, which includes part-time and discouraged workers, dropped to 9.6 percent, the lowest level since April 2008.

That is exactly what the U-6 rate was this month. What exactly do you think is misinformation? That it includes part-time workers? That it includes discouraged workers, or that it is the lowest level since April of 2008?

"U3 is the official unemployment rate. U5 includes discouraged workers and all other marginally attached workers. U6 adds on those workers who are part-time purely for economic reasons."

Here is a link showing the U-6 rate each month for many years. You can see for yourself when in was lower than 9.6.
