I think I did not make my point clearly. My point is that Houston could do everything by the rules or by the standards set by the strongest P-5 schools but get hammered anyway with a newly minted rule due to jealousy.

To my knowledge and according to a cursory Internet search, the term and standard was invented for Memphis and has not been used since.
