Do you think the killer is younger, as in a teenager?
A teenager usually doesnt show as much hip issues as this person does, although if they are wearing heavy equipment, I suppose it could. (The hip hasnt had time to degenerate to cause the problems this person is clearly having. )

How can you tell?
Hip issues and they are walking with the toes flared out. (With the right foot more noticeable than the left foot.) The right foot is angled out nearly 45 degrees in some of the walking shots. Also, at one point, the person puts their right hand on the wall while walking. Couldnt tell for sure, but this is an "out of balance" move one has to make every now and then with the issue.
Another way to tell is if the person is standing straight up face on , and their head is tilted slightly to one side. I dont think we could get that level of detail from the video though.

If they are as authentic with the equipment as they are with the rest of the police uniform the belt and associated equipment is close to 20lbs. If they are wearing an authentic ballistic vest (hard to tell for sure due to video quality) that's anywhere from 5-10 lbs depending on the carrier and type. The helmet, if authentic, is around 5lbs. Speaking from personal experience that kind of weight will affect the way you walk, especially if you aren't used to wearing it.
Just by the mannerisms I believe this suspect is a man. Not enough to say so on an affidavit, but enough so that I would put more attention on possible male suspects.
