I have to admit I'm a little ignorant on the subject of Tier 1 but based off off the reading I've done I've been led to believe that Houston has not met all the required metrics to be recognized as a true Tier 1 Institution. It's a title that the UH admin has been loosely claiming for awhile. It is my understanding only 3 schools in Texas hold that honor: Texas, Texas A&M, and Rice.

Yeah, even though UH meets most of metrics to qualify as a "TIER-1" institution it's severely hampered by high acceptance rate and low graduations. Its mission has always been to educate the underserved local population, but even with heavy resistance from local politicians Pres. Khator wants to rid its commuter school profile completely to get to that top level.
