There are a lot of cities with areas like that. It's pretty sad. Some of it isn't due to an honor code though - it's due to what happens to those that are seen talking to the police.

They only have to be suspected of talking to the police for it to cause problems for them. I'm pretty sure gangs aren't very generous on that point. I THINK that's a lot of the explanation based on what my sister-in-law was telling me - her son is a cop so he deals with some of that. I don't pretend to understand it though. It's a whole different world.

I agree and if you live in such a community that has basically consented to be policed by gangs, your only real option is to move. Unless you get a sufficient number of armed residents that are willing to cooperate with law enforcement, you are taking your life into your own hands.
