Two years off from the game can be very difficult to overcome. If you are in a place where you have access to a court to do individual drills during workout time, you can do that. Many don't have that luxury and can only workout 30-60 minutes per day. Even if you can do that, no game experience for two years can be tough to overcome. Basketball has so much flow to it that any time off from the game will require major effort to overcome. A lot of players returning from missionary service will use a redshirt year when they return to get back into shape and the flow of the game.

I can speak from personal experience that you are allowed to do that. You are supposed to do 30 minutes of exercise each day, though many will wake up earlier than usual for more workout time. If you live close to a court, you can play basketball during that time. Once a week you have a "day off" to do shopping, laundry, email, etc., and those days frequently involve sports, often basketball. The limits on sports are no water sports, no winter sports, and no contact sports. Basketball, soccer, and touch football are very common on the off day.

Frankly, I have no interest in where this wandering young man ends up playing basketball.
Based on his past record he might move again. I'll say this: transferring so late in the year
was a big slap at his coach and teammates.
