We don't, we tried when I was in. The Greeks have the alumni backing to build housing but there are some ridiculous preconditions that must be met before we can even think about it.

It might still effective in that sometimes issues are found that trigger other things or point/focus folks in another direction. I suppose we could at least find out how the money is spent, if only in general terms. So is there a more-detailed type of audit that could be done on a more frequent basis?
