I'm not sure that's true. If you go look at some of the universities named in other threads who cut football, like Pacific and CS-Fullerton, they still have more women's athletic teams than men's.

Scholarships are divided up creatively. For instance, let's say the NCAA rules allow for golf to give 6 full scholarships. The women's team likely gets all 6 scholarships and gives out a full scholarship to 6 different players. The men's team however (as determined by the university), may only get 2 full scholarships to be divided amongst the players on the roster. In doing so the athletic department makes up for the 4 scholarships towards Title IX compliance.
