Is there an app which can turn my iphone into a wifi hotspot so I can connect with my ipad or other devices? Android has this with Foxfi but I don't know of an iphone app.

Not an app. It is an option under settings. If it is not there you will need to get your provider to enable it. They do it that way so the provider can charge for it.
