Study and report was conducted by the National Science Foundation, summary provided via the Atlantic:

4. Maryland
5. New Jersey
6. Massachusetts

2. South Dakota
3. Iowa
4. Mississippi
5. West Virginia
6. Nebraska
7. Maine

No Georgia, with Atlanta, NC with Raleigh-Durham and Charlotte, or even Washington State with the I-5 corridor in the top ten? Sorry, I can't see Utah or Nevada beating any of those three.

Didn't read the article yet but it looks reasonable. Rebel does make a good point about Washington State.

Bad math is suspect here.

They are counting by the number of businesses, NOT by the number of people employed per capita, which would, you know, be the reasonable way to count.

And even if you do that, a better title wouldn't be "Top 10 / Bottom 10 states for high tech" ... is the implication there is a tax/business friendly environment. And we all know California is the very antithesis for that unless you are piggy backing the sweat heart silicon valley deals.
