I would easily break FDR's record as President.

I'd repeal every single pre-existing executive order, then use them myself to clean house at the various federal agencies (seizing the Fed's records alone would be great fun, to say nothing of EPA internal emails on global warming), then I'd tell Congress to outlaw the executive order with a Constitutional Amendment.

FDR was a 4 term president serving 12 years. A 4 year presidency is 1460 some odd days. You would have to average about 2.5 EO's a day with no break for weekends, vac, holidays, or in Obaba's case basketball and golf just to keep up with FDR.

So really it would be:

1 executive order voiding every previous executive order
X executive orders cleaning up the federal agencies
1 executive order or whatever outlawing executive orders.
