It's all moot unless he can get the SEC/Big 10/Pac-12 to sign up for it.

As far as most of college football is concerned, all us non-BCS schools can end our season with a giant jamboree field goal kicking competition and then sit around signing Kum-ba-ya.

++++++++++++++++++++++++
At the end of the article it reads to me like the MWC said no
to a possible merger with C-USA.

IMO if the MWC and the other Non-AQ conferences could
somehow induce, entice, or whatever--- get one or more
AQ conference to agree to at least send its second or third
place team to the proposed playoff.... then we might eventually
see some movement toward a full blown playoff system.

I'm thinking that in the past teams like Auburn, and others, once
they were locked out of the BCS championship game---might
prefer to compete in some MWC/Non-AQ playoff. At least
when they feel screwed over by the BCS.

A playoff has too many hurdles to overcome at this point. A 13th game play-in to the BCS locking in a spot is feasible.

Along with Ohio St., USC, LSU and Tennessee. If you look at the top 10-25 programs I am certain that you can find 1 or more major NCAA violations.
