But, the NFL has been crafty by keeping the LA market open. Always a threat looming over every city. I've heard explicitly these threats leveled against Buffalo, Cincinnati, Jacksonville, Minnesota. I do believe Jax will eventually move, but in the mean time they've leveraged a lot of fear from several communities.
In the end, we all know what the big cities are. It's no secret. All I can say is that they have been successful w/ threats against teams like the Baltimore Colts. But even then, the CFL moved in and got very solid attendance while they were there, and most B'morons
