When you take into account that raising taxes decreases the income coming into the government, I'd say the top two, not just one.

it's not , one is required to have auto insurance to drive on public streets, and then only to have insurance to pay for damage one does to OTHERS. one is not required to drive there fore one is not required to have auto insurance.

If I have a car that is never driven then it is not required to be insured.
