Why is it that the NCAA makes this huge deal about D1-A football attendance? In NCAA basketball, that has a NCAA championship involved, attendance doesn't seem to matter to them. It sure looks like a double NCAA standard to me. Not to pick on SJSU, but we all have read about their low football attendance, it's getting better, but basketball attendance is low, not a word from the NCAA. I'm just trying to get a grip on the NCAA, which is probably impossible.

Because they don't want football to be like basketball, where colleges, who have facilities worse than some high schools and fan support in the dozens declaring themselves as Division I, just to get a share of the NCAA tournament money.

Speculation has it that the BCS Cartel wants to eliminate any and all competition for football dollars.

If you're "not" a BCS Cartel school...then you're "not" wanted.

The Cartel curses Hawaii for destroying ASU. They curse BYU for destroying Oregon...and now they're more determined than ever to kill the non-Cartel schools because Boise beat the Big 12 Champ in one of their very own BCS Cartel Bowls.

Miles Brand has turned out to be an excellent "front man" for the Cartel.

That said's it all.
Look at some of the Facilities in the Big Sky....oh boy...most Texas H.S. have far better facilities than the members of the Big Sky.

Not sure
I believe that the NCAA is softening its insistence on minimum attendance in football due to:
1. Fear of a lawsuit by the negatively affected schools. I believe that the threat by Tulane's President which was supported by so many schools put a bit of fear in to them.
2. They need schools at their designated level that are viewed as "easy wins" to pad their records and send a lot of their teams to bowl games. If only BCS schools remained they would have a harder time to achieve winning records.
In basketball, I believe, the culture has always been more open. Attendance is not such an issue due to the playoff system. Poor performing schools (that often equates to poor attendance and, therefore, less money) screen themselves out of the NCAA tournament. The system works to identify the top schools so a "Cartel" does not need to impose artificial benchmarks to maintain their elitist status.

I think part of the push by the NCAA was an attempt to limit or even stop the transfer of 1AA (or whatever their new name is) schools to 1A.

This was at the request of the 1AA organization, which over the past several years lost quite a few high profile (1AA) schools to 1A. The idea of course being that if 1A had some sort of attendance provision, most 1AA schools would not be able to meet the provision. No doubt many of the power BCS schools were more than happy to vote for the provision though because it meant fewer small schools to clutter up the 1A membership.

I'm guessing that the NCAA decided an attendance provision would not stand up in court, so they kept watering it down until just about everyone could meet it.

Re
Good question. When you average football attendance and basketball attendance per game, USU is right in the middle of the WAC in average attendance. I don't see why WAC fans give USU so much flak when that is the case.

The notion that college football teams should meet a specific standard such as that is ridiculous when the demographics, etc aren't even accross the board. With that said, college athletics should be less of a capitalistic system than they are.

Why did the NCAA ban Ian Johnson from selling clothing he knits to teammates? Why don't they create a I-A football tournament? Why do they or don't they do anything?

That was absurd. I could see if Johnson was selling beanies for like $50 or something, but I bet that if you calculated out the time he spent knitting for the amount that he was charging (around $15), he would be barely making over minimum wage.

I think they were more worried about a booster giving him $10,000 tip for the $2 beanie.
