You have to remember that those standings go off of every sport. The Big West has baseball, diving, swimming and men's soccer and Utah State doesn't have those so that puts us behind right there. I could be wrong but I think that of those sports Idaho has swimming.
So yeah, even with Utah State doing well in basketball if our olympic sports don't do well we fall back in the Commissioner's Cup standings. We're behind anyways by not having those other sports.
So you can't decide which school is better just off of those rankings unless you only include the sports that all schools play in and exclude the sports that aren't played by all.

Like everything in sports, it's cyclical. Idaho always has good women's sports, though. And men's track can be very good up there too.
But while Commissioner's cups are cool, it's a secondary measure of AD quality and doesn't account for sports played in other conferences (gymnastics which USU is very good in, etc). The important measure(s) are football and men's basketball because those generate coin and national reputation. And while neither is lighting it up at the moment in football, USU is clearly delivers in basketball.
Both, hopefully, will prove very competitive in the WAC in all sports.

No need to get defensive. I was pointing out that one possible reason for Idaho and Utah State being in the rankings they were is that they don't compete in all the sports that the Big West plays in. I never said that Idaho played in all of them, read my post again. Idaho does do well in the Olympic sports as Roughrider pointed out and when that is the main sports played by the Big West that helps a lot.
No offense to any athlete that competes in the Olympic sports but it is football and basketball that bring in the money. Utah State was regular season champion (tied with Pacific) 17-1 in conference 25-4 overall this past year in basketball. Idaho was 9-9 conference and 14-16 overall.
