The percentages play out, that if you are recruiting kids that are offered by your peers, than you're probably on the right path. BUT the very nature of recruiting at this level (mid-major) means that your harvesting from a HUGE pool of kids that are not going to be that different from each other. I've been to enough one day combines to know that in a crowd of 150-200 kids, there will be about 10 that stand out immediately - the ultimate eye ball test. The rest blend in with each other. So it's way easier to overlook good kids, to offer those that won't pan out on your roster. See JJ Watts the 2-star.
Second question, is a Big no. If a kid has played a year at an FCS school, then you have very good tape on them. You might even have film from a payday game vs an FBS school. And there are plenty of FCS kids that would be all-conference at the Mid level. It's the same argument as above. To many kids, of similar resume coming out of high school. FBS misses might be FCS studs. Bringing in FCS kids can be brilliant.
Side note - OL are the unicorn of recruiting. And the most important position to have depth (outside QB, maybe). You've got to have lots of them.

Solid post, your insights are appreciated.
