He was on the EMU roster. Doesn't that imply that he signed with EMU? And if he did sign with EMU wouldn't it be considered a transfer if he were to attend another school?

Circling back, is there a reason why a supposedly signed LOI isn't being honored?
(assuming it was signed by May 18, which is only 2 weeks ago).
