As a member of the DII FB Alliance, Ferris State AD Brockelbank continues the push to move away from regionalization. “I think there’s a sense from a lot of us in Division II that the [FB] national championship game is getting played somewhere in a region weeks before the actual national championship game. I certainly think if we can avoid this regionalization, not be scared to spend a little bit more money, and I know budgets are always a concern because it does cost to put a team on a plane and get them into another region. But I think there's an opportunity to put a team on a bus and get them into another region and avoid some of those matchups and make sure we have a quality national championship game that people are going to want to tune into because that’s the only time we’re on national TV.” Brockelbank pushes back against the possibility of leagues involved in the alliance breaking away to create their own subdivision, adding: “I think our goal is to grow Division II. We recognize the need to add members within Division II and so we want to make sure it's welcoming for all institutions.”

The problem is a lot of D2 especially the smaller, former d2 or d3 have majority of part-time staff and coaches, don't travel outside of their region, etc. Mankatos of D2 don't really compare to robert wesleyan college's of d2. But D2 keeps adding members, leaving the bigger D2 with a choice of going D1 or trying to make changes to D2 for the better.

I don't follow DII football much.

How would the conferences stack up if placed in tiers defined by their relative strength/national competitiveness?

Northern Sun
PSAC
Rocky Mountain
SAC
SIAC

It's hard because there isn't a ton of inter-regional play (and, in some cases, non-conference play in the first place), and a lot of the comparisons boil down to "how much did Ferris State beat them by?"

In general the GLIAC, GSC, and MIAA are considered the strongest conferences, having combined to win 16 of the last 20 titles. After that it gets a lot harder to rank the conferences.

The other three conferences in the alliance are the GAC, LSC, and NSIC, which aren't necessarily the next three best; it's hard to evaluate the GAC, since being in the same region with the GLIAC and MIAA has probably prevented Ouachita Baptist and Harding from making some playoff runs, but the LSC and NSIC have both lost Super Region 4 to the RMAC (specifically Colorado Mines) the last couple years.
D2 is no different than March madness with good teams being left out. For example, New Haven was ranked 52nd according to Massey made the playoffs. Benedict was ranked 46th and got crushed in the playoffs. The east is very weak overall in d2 and they’re winning 1-2 games vs weak east teams. West Georgia ranked 15th sat home. Shepard won 3 games in the playoffs and didn’t belong on the field vs mines

Hard to do in football but softball and basketball would easy for mixed brackets.
