Note this is purportedly coming from Menlo, and while it seems credible what it says about other schools is hearsay.

William Jessup, Vanguard, Menlo and UC Merced looking to move up in the next 2 yrs.

It would put both the CCAA and PWC at 13. If only the CCAA could convince UCSC to put enough money into sports to move D-II. Who would be #14 for the PWC?

Yeah, so when Westmont announced, I was told off the record about 2 of these moves. But Menlo was a surprise, and MIGHT have been influenced by the Westmont move. We really aren't historic rivals though. Other than being located in very wealthy enclaves and being private, there isn't much overlap. Westmont is religious and Menlo is secular, Menlo was historically CalPac and had football, and the distance is too great to be regular opponents before they moved to the GSAC. It was public knowledge since UC Merced started athletics that they wanted to eventually be in the CCAA, so that's no surprise either, although I hadn't heard that it was impending.

So I would take Menlo at their word that it has everything to do with reducing travel burdens. They really do gain a lot of potential opponents in Nor Cal by going D2. D2 schools won't play NAIA schools for countable games as it is now. Apparently it can't help, and might hurt, their ratings.
