That project was done within days of the archive site opening. There was no mention of Langston at any time so tonight I searched 'Langston' in the archive and found what you said and another interesting release; both were in 2005.

This is the release on the SIAC inviting Langston, Lincoln (MO), and Claflin. http://ncaanewsarchive.s3.amazonaws.com/...-news.html

This release in September is about movement in all divisions. What was interesting here is that Auburn-Montgomery started a D2 move in 2005-06 and finally made it to D2 13 years later; also starting an exploratory D2 move that year was Voorhees College. All the schools mentioned as seeking D2 membership eventually made it except for 3 (Langston, Voorhees, and Point Park). Texas-Tyler was seeking to join D3 then. http://ncaanewsarchive.s3.amazonaws.com/...-news.html

Ever see the lists from the late 90's? There were several that started the NCAA membership process and never finished... Carroll (MT), Lewis–Clark State, John Brown, USAO, Southern Oregon, Cardinal Stritch. Houghton, Lambuth, Roberts Wesleyan, and Virginia–Wise aborted the process at that point also. A few switched from the D2 process to the D3 process midstream (Western Oregon) or vice versa (Concordia TX, East Texas Baptist, Mary Hardin–Baylor, Schreiner).

And then there's Texas Wesleyan who completed the D2 process and then switched back to NAIA.

Western Oregon is currently D2. What did they switch back and forth from. To get there?
