You can argue that a city shouldn't choose to offer huge subsidies to a corporation worth more than 90 percent of the planet's sovereign states. The key word is "choose." Birmingham lacks the quality of life, public transportation and other infrastructure - the things that MAPS was designed to kickstart - to even be in the conversation.
