Otherwise, they would say it was your fault for not having a clear lookout and driving under control to avoid the pothole that a reasonably prudent person should be able to avoid.

+1 Also, make sure to take pictures of the road and your car (if extra damage was done other than flat tire).

Research the jurisdiction of the road (City, County, Township, State, etc.), and then request information from the appropriate jurisdiction (search for a "Freedom of Information Act Request Form" on their website) on records of complaints of that road. Submitting the pictures and any supporting information in the form of an email to an elected official of that jurisdiction can sometimes help too.
