You can't just say **** and it becomes true.

Chicago State was founded in 1867 and did not have a majority black student enrollment until more than a century later.

The H in HBCU is for Historically.

Chicago State was majority white when Brown was handed down by the Supreme Court and when the 1965 Higher Education Act was passed to provide added funds to HBCU's.

Conversely, Bluefield State is a HBCU even though it's current enrollment is over 80% white due to its previous history.
