RE: Ranking 2019 & new 2020-25 ACC Bowls by Payout
This is assuming payouts stay even for the next cycle. Imagine there will be some changes. You have to think Gasparilla with ACC vs SEC match up will increase.

1. Orange (Unchanged)
1.A Outback (Decrease from outback) - @Kapolony, 1a is there will get 2nd pick over all when available.

Assuming Tier 1
Campus World - Assume at least same payout.
Belk Bowl - This may go up, if they raise payout to get the same slot for B10/SEC of Vegas Off Years)
Holiday Bowl - Moving to smaller stadium, how does this impact payout?

Assuming Tier 2
Gator Bowl - Assume staying same but talks have been they need to raise payout.
PinStripe - Assume Staying same
Sun - Assume Staying same

Assuming Tier 3
Military - Same
Gasparilla - Assume increasing
Boston - At least Detroit Level

11th Slot gets funky with First Responder (
- Option 1 B12 vs ACC (Rarely both conferences will play each other)
- Option 2 ACC replaces B10 and does First Responder 3 yrs and Armed Forces 3 yrs. (Most Logical)
- Option 3 ACC Tied-in Years B12 is not and primary back up following years

Conditional 12th bowl Tie-in, if ACC team available, Birmingham if either AAC or SEC does not fill slot.

I will say, going to the last year of 2013 contract, ACC bowls have vastly improved. Sadly, Bowl games are not what they use to be with players opting out.
