Yeah, upon closer examination this is correct. In situations like these, the refs are the ones tasked with starting the clock, not the operator. Which actually makes the delay worse because there is a ref standing 5 feet away. The images below basically show what happened, which you'd think would somehow be reviewable but probably isn't.
