Just require an invite from a existing conference same exclusion as FCS teams face today.

Sort of...but the NCAA cannot keep an entire conference from moving to FBS. For instance..If 5 SBC schools branched off with 3 MAC schools and all moved into the OVC...there would be nothing the NCAA could do to stop the entire league from moving to FBS.
