I can explain it. MWC had highly successful teams that drew interest outside their market to offset CUSA's advantage just as the WAC used nationally relevant teams to offset MAC advantage.

I agree. So using that logic, why does the SBC and CUSA take Ga State and UNCC?

Because if you are in a small market, you have to be very successful on a national level like Boise and Utah in the MWC. Having the national success like Boise is much more valuable than having a program in a top 5 market. The problem is that Boise is only non BCS conference small school that has managed to become a consistent winner on a national level. Since that rarely happens, the next criteria is large market. FCS success translating to Boise FBS success is such a low % that it really does not factor into the equation for being selected for a conference.
