A Suggested ESPN Maneuver:
FOX and the B1G seem to be lining up large markets and their stopping to wait upon ND is to buy time to line up a move down the Eastern Seaboard into Florida to access recruits and cut into ESPN and SEC ad revenue. This is what needs to be done now:

The Big 12 has 8 old members and 4 new ones. The SEC has 16. The ACC has 14 plus Notre Dame.

Add to the SEC from the Big 12:

Kansas

Add to the ACC from the Big 12:

Baylor, Central Florida, Cincinnati, Iowa State, Kansas State, Oklahoma State, Texas Christian, Texas Tech, West Virginia

Also add to the ACC:

Connecticut and South Florida

Add to the SEC from the ACC:

Duke, Clemson, Florida State, Georgia Tech, North Carolina, Miami, Viginia

*The above ends Big 10 incentive to raid South from ESPN contracted schools.

The SEC becomes:

Arkansas, Kansas, Missouri, Oklahoma, Texas, Texas A&M

Alabama, Auburn, Louisiana State, Mississippi, Mississippi State, Vanderbilt

Clemson, Florida, Florida State, Georgia, Georgia Tech, South Carolina

Duke, Kentucky, Miami, North Carolina, Tennessee, Virginia

The ACC becomes:

Baylor, Iowa State, Kansas State, Oklahoma State, Texas Christian, Texas Tech

Boston College, Connecticut, Cincinnati, Pittsburgh, Syracuse, West Virginia

Central Florida, Louisville, North Carolina State, South Florida, Virginia Tech, Wake Forest.

The ACC at 18 is regionally specific and viable at 55 million.

Brigham Young and Houston are available to the Western movement. ESPN owns outright all rights while losing a piece of Houston and could still keep BYU as an independent.

I don't really like that many in one confrence, but if we have too then this looks okay. I would make one little change in the last two of your SEC divisions. I would switch Miami and Clemson, just because of geographical purposes. Then you would have:

Clemson, Duke, Kentucky, North Carolina, Tennessee, Virginia

Florida, Florida State, Georgia, Georgia Tech, South Carolina, Miami.

Why would the almost the entire Big 12 move to the ACC instead of the other way around?
In this scenario the Big 12 adds: Virginia Tech, Pittsburgh, Louisville, North Carolina State

Lineup:
UCF, Baylor, Iowa State, Kansas State, Oklahoma State, Texas Christian, Texas Tech, BYU, Cincinnati, Houston, West Virginia, Virginia Tech, Pittsburgh, Louisville, North Carolina State

These schools offer no value:
Boston College, Connecticut, Syracuse, South Florida, Wake Forest.

I still think everyone is sleeping on UCF. All the comparable data on UCF is in a G5 conference. Wait until we start getting numbers from the new Big 12. Will be way ahead of the vast majority of the ACC.

Why? ESPN holds 100% of the ACC's rights. Half plus T3 in the B12.

A few Big12 need to already be in the ACC. WVU and Cincy should be obvious. Perhaps Iowas State also.
That northeast sector of BC, Syracuse, and Pitt a bit, has fallen flat. Even for basketball, overall results have been short on meeting expectations.
The ACC has that 4-school cluster in the State of North Carolina. One, or two of them, need to be housed elsewhere.
Until these matters are addressed through re-alignment and expansion, the ACC will continue with these drawbacks. Alliances won’t fix it. Turning a “conference” into a “division” is not a real, complete solution.

The ACC made this bed and established mechanisms in an effort to make much of their flawed decisions permanent.

I would not put the ACC in the top tier when it comes to long-term strategic decision making.
