So is this completely finalized and done?

What further steps have to be completed prior to getting dirt moving?

The BJCC is on the clock to get the bonds issued or the authority to do so gets revoked. My guess is they will move pretty quickly to get it done. I wonder if John Rogers and his ilk will try a legal challenge to get a stay issued preventing the BJCC from doing so. Because of the way the bill authorizing this was written their best tactic is just to delay until the end of the year when we would have to start over from square one.

Heard a BJCC guy on the radio this afternoon. Said they were looking to have the bonds issued by June.

About as quickly as you can do it. Banks don't just hand over that kind of cash on a whim, and it takes a while to get everything lined up.
