Sounds like Athens to me, but you're still short some public intoxication, public fighting, and domestic battery charges.

- a prohibition on communication with athletes in the transfer portal from April 15-21.

- a reduction by 18 evaluation days this spring.

- a financial penalty of 1% of the athletic department’s budget.

So during the dead period FSU's OC was driven "transfer Portal' recruits to NIL booster offices???

While this is wrong, the NCAA could align the Transfer Portal recruiting dates/rules to allow for recruiting before the January enrollment period.
