NCAA eliminates initial counter limits
Starting now, FBS schools may sign as many new players as needed to replenish their overall 85 scholarships available. Until now there was a maximum limit of 25 new player scholarships per year.

Other things expected to change include reducing the days the transfer portal is open and doing away with the school managed photo shoots you always see on social media after visits (which apparently every coach universally hates)

The Transfer Portal rules changed today also. Each sport will now only have 45 day entry periods.

Football it is now 30 days starting the Monday after the CFP bracket is announced and another 15 days in the Spring (April 16-30). Players on teams in the CFP with have 5 additional days in January.

Men's and Women's basketball - 45 days beginning the Monday after Selection Sunday.

All Other Sports:

In all other sports, windows will be modified to the following:

Fall sports: 30 days in the fall, beginning seven days after a sport's championship selection, and 15 days in the spring (May 1-15).
Winter sports: 45 days, beginning seven days after championship selection.
Spring sports: 30 days in the spring, beginning seven days after a sport's championship selection, and 15 days in the fall (Dec. 1-15).

notification-of-transfer deadlines of May 1 for fall and winter sports and July 1 for spring sports apply to graduate transfers transferring for the first time, and that beginning in 2024-25, graduate students seeking waivers for postgraduate eligibility will need to comply with those same deadlines.

CHANGES TO FBS REQUIREMENTS

• All game attendance requirements at FBS schools have been eliminated (effective immediately).
• The application fee for transitioning from FCS to FBS has been increased f rom $5,000 to $5 million (effective immediately).
• All FBS programs to provide 90% of the total number of allowable scholarships over a two-year rolling period across 16 sports, including football. FBS schools will also be required to fund 210 scholarships each year, amounting to no less than $6 million annually (effective August 2027).
• Schools that begin transitioning to FBS in 2024-25 or later, requirements must be met by the conclusion of the transition process.

Blakeney would have loved this since he signed 40+ players every class

1,000% increase. That's pretty strong. Looks like we've seen the end of the expansion D-IA. Which I imagine was the intent.
