Hungary has traditionally had slightly lower gasoline prices than its neighbors and lots of people in border areas cross the border to buy cheaper Hungarian gas. Truckers also make plans to fill up on diesel while passing thru Hungary.

Since European prices have skyrocketed due to their boycott on Russian petroleum and Hungary is still buying cheaper Russian oil and gas, the country has chosen not to extend the benefits of Hungarian foreign policy on to foreigners from countries whose decisions have lead to their own higher prices.
