I think applying this type of law to other murders is a fine idea, although the effect is not likely to be large. As JR said, most murderers are hopefully incarcerated well past the point of their victims being minor children. Getting blood from a turnip is an issue as well, but it could be helpful in cases with wealthy defendants who receive short sentences. So long as these efforts add to, and do not replace, the ability of families to pursue killers assets via wrongful death lawsuits then I see them as a good thing. In general I agree with Owl Numbers that our justice system should increase the role of restitution to victims (or their families, when the victims are deceased).

Call it what you want: ethnocentrism, racism, prejudice, whatever. I don't speak Leftist so I'm not up on the current lingo for the name of that particular prejudice.
