You do realize that when a provision is voted on by a prior house/senate/governor to become law, it can immediately be removed by a vote of the house/senate/governor?

In other words, you cant pass a law that cant be undone by the same process. You cant "put" something in a law that cant be taken away. If Disney wanted assurances about its bond debt, it would have needed that to be amended into the constitution.
