I really do believe that is correct. I can very much enjoy a well executed loss, even more than a sloppy win. The only saving grace is the penalites aren't poor sportsmanship type. But they do sap the entertainment

Maybe it's this new NIL? Athletes paid to cause time-outs and reviews so the stations can get another ad in?

I think you had said the university should get behind more game day traditions for the fans in attendance. Maybe this is a new Toledo one? Penalty to start every day (followed by tons more) :)
